GM Spectre, on the official Cabal 2 forum, was so kind to replying to a users question regarding Cabal 2 european servers:

“At the moment, we are focusing on the NA release with other things potentially coming later. We will keep you guys informed on updates and changes to what has already been announced.”

With this answer there is still a slight chance for the european community that EU servers will be availible on the release of Cabal 2. But we can be sure about NA servers only for the upcoming CBT.
